The mosaic is composed of two scenes.
Top (Num 13): Moses has sent scouts to the Land of Canaan. They return and tell him what they have seen.
Bottom, reproduced here (Num 14): Learning from the envoys of the fearsome power of the inhabitants of Canaan, the Israelites take fright, murmur against Moses and Aaron and ask to return to Egypt, with another leader. As they prepare to stone Moses and his followers, Yahweh's glory manifests itself before the Tent of Meeting.
